from on board an American vessel in Hongkong, costs about
75 cents for every dollar of expense in moving the same cargo
from America to Hongkong. To the extent that this 75 cents
exceeds the cost of moving American and ither vessels with
their cargoes on beyond Hongkong to Canton, it constitutes
a tax on the commerce, to be borne by the people of Canton and
vicinity. With a little improvement of the river,many ocean
vessels could pass Hongkong and load and discharge at Canton.
A carefully prepared report by a thoroughly competent Swedish
engineer shows that the Canton river has great possibilities
in this direction, that harbor improvement at a relatively
small cost, is quite practicable. I am prepared to give a
brief summary of the facts and of the report. I will simply
say now that vessels drawing 21 feet of water ( and this
includes many ocean freighters) can come within about ten miles
of Canton now, where there is almost ideal ground for anchorage,
wharfage and godowns, but where there are no railroad tracks.
I believe the improvement would enormously develop commerce in
Canton and vicinity, to the advantage of Hongkong also, not to
its disadvantage on the whole, as a narrow view concludes.
As a first class port, Hongkong can never be superseded. This
subject is quite capable of more expanded treatment.
(3) As a matter in which American and other foreign commerce
is very much consernda.
This point is partially covered by the preceding. In
1920, there were 122 American vessels which entered the port
of Hongkong 168 times, with cargoes destined largely for
Canton and vicinity, the real consuming area, as befere
stated. These cargoes had to be discharged and reloaded at
Hongkong
